The VoIP voice private network system adopts a two-level architecture, where the municipal Education Bureau serves as the first-level core exchange office, and each school functions as the second-level access office. All affiliated schools are interconnected with the core node of the Education Bureau through dedicated optical fiber lines, while the municipal Education Bureau accesses the operator’s voice network via IMS trunks or E1 trunks to enable full-network outbound calls.
